This research aims to develop English teaching materials based on local culture for seventh-grade junior high school students. Utilizing a Research and Development (R\&D) approach through the ADDIE model (Analysis, Design, Development, Implementation, Evaluation), the study produced a contextual and culturally integrated learning module. The materials were designed to connect English language learning with students' everyday experiences and local traditions, such as folklore, local cuisine, and traditional ceremonies. Data were collected through interviews, observations, questionnaires, and learning outcome tests. The results showed significant improvements in student motivation and achievement, particularly in reading and writing skills. Students demonstrated higher engagement and better comprehension when learning materials reflected their cultural background. Teachers also responded positively, noting that the materials made English lessons more meaningful and accessible. This study confirms that integrating local culture into English teaching materials not only supports language acquisition but also fosters cultural identity and character education.
